Is this one grip or a pair?

It is 1 piece. Order two to use on both dumbbells or both hands on a barbell.

Will it fit an Olympic barbell?

It is made for bars about 1 in (25 mm) thick. Olympic bars are usually thicker (about 28-29 mm), so the fit may be very tight.
