Does it come with a mask?

No. This is the snorkel only. It clips to most mask straps.

Does it have a dry top or purge valve?

No. It's a simple open-top snorkel. Clear water by blowing out sharply after you surface.

How is it different from a center-mount swim snorkel?

This one mounts on the side of a mask for snorkeling and freediving. Center-mount snorkels sit in front of your face for lap swimming.
